Leslie Roberts: Well many cat owners think their cats are perfect. But for some, they're a nuisance. And that's why the government is playing with the idea of regulating the felines. Neha Bhupal has more now on how dog owners want to keep a tight leash on cats in the city.

Neha Bhupal: Cats. They seem to always have free run of a place. Walking down store aisles like they're cat walks. Roaming into neighbours' yards to do their business. Dog owners have to use a leash, have a license, poop and scoop. There are plenty of doggy demands. It's just not fair.

A Dog Owner: Cats have no respect for you. You can't legislate a cat because they're not legislatable. It's just their personality. They're cats.

NB: Cat owners say it's not a perfect world. Besides, felines are free spirits.

A Cat Owner: It's not that you want them to go on your neighbours' properties, but they do, and they like to prowl around at night. That's just the nature of the beast.

NB: We've heard it all before. But the reality, dog discrimination does exist.

NB: Some people say that cats shouldn't be allowed to roam freely making a mess wherever they please but putting a cat on a leash that's a bit much. That's why this kitty walker could be the answer to those problems. Except that they don't seem to dig it.

NB: Is this paw paradise? That's different story. It's called The Cat's Den and it's the latest way to keep your cat indoors while outdoors. Business is brisk thanks to new by-laws that are fining owners who allow their cats to prowl off their property. Just this year, Newmarket, Richmond Hill and Vaughan passed by-laws to do just that.

Kris Kischer: I think I'm now offering my clients something that wasn't there before, yet a lot of people were thinking of a way of allowing their cats to go out without having to worry about all of the dangers that are out there.

NB: This cat den is fully equipped with a hammock and an entertainment console for kitty's viewing pleasure. The creator of this concept says her 3 cats are happy and no surprise, her neighbours are as well. Proving that when it comes to cats, leashes are for dogs.
